Because n+1 of all the advisors I’ve spoken with regarding registering a US LLC to do this have heard “VoIP” and have all said to do it. Everyone of them. I know that if I’m hosting the PBX without being the carrier of record, I don’t have any entanglements with the US FCC, but hey I’m a foreigner and many of these advisors insist I don’t know what I’m saying anytime I say this is outside the FCC jurisdiction

If you will be managing the system for the end customer you may be liable for the e911 setup being correct and all applicable emergency calling settings being correct. There were multiple laws passed in the last few years at the federal level that systems need to be in compliance with. If an emergency happens and the customer can’t get to the 911 dispatch which leads to injury or death, could be bad.
The 911 stuff is completely different. That’s not an FCC regulation it’s federal law. It applies to anyone installing and/or admin/managing the MLTS (PBX) system. It doesn’t matter if it is on-premises or sitting in the cloud, as the installer of the system you must make sure 911 compliance is met. Even if you hand that system off to someone else to admin/manage it. As the admin of the system, even if it was handed to you, you are responsible for the 911 compliance.
Carrier of record is not responsible for making sure the installer/admin configures the PBX properly or keeps it in compliance. The only thing the carrier must do is complete the 911 call, the PBX sending bad information isn’t on them.
I’m assuming you are referring to Kari’s Law and Ray Baum’s Act. Are there any others outside of this?
Correct but there may also be local laws. AMI is correct is his assessment. My point wasn’t that it was an FCC requirement just that if you will be managing the systems you are responsible.
If you hand the system off to someone else to manage and are not charging for anything then you are no longer liable for the config but I would have that in writing specifically with all the information they need to be in compliance.
23 states had 911 laws before Kari’s Law and the adjustment to Ray Baum’s Act. As such in the US, the federal laws must be followed except in the 23 states where state law supersedes the parts of the federal law the state law covers.
For example, Michigan had dispatch locations before Ray Baum’s Act made them a thing nationally.
